Indeed KG can make keys from Level 1 to 15 and I would say there is no difference between 3 to 15, for example, Install DDDL and enter a level 3 to 15 license on it, you'll see that DDDL will work on Level 1 even if it has a level 15 license, same for DDRS, it will work as Level 2 by default, the modded DLL to make an offline activation it's patched to make it work at level 3 on the newer version that is posted on this forum.
